The government of Israel currently designates nearly all new land tenders as multi-family construction. Since these projects can generally only be handled by well-funded entrepreneurs, the only remaining route for private, “average Joe” buyers to legally purchase land is virtually exclusively via purchasing plots with private land status.

The contract contains a commitment to return any payments made on the land if there is no official transaction permit.
Registration of each transaction with the selling company is noted in the mortgage registrar.
